You pitch your startup to a designated organization (VC fund, angel group, or incubator), get a letter of support, and apply for PR directly. The problem? Processing times have ballooned past 10 years, and IRCC paused new applications as of January 2026. If you had a commitment letter from 2025, you have until June 30, 2026 to apply. Everyone else waits for the replacement 'high-impact entrepreneur pilot' they've promised.

Who actually qualifies

  • Letter of support from a designated organization: VC fund (min CAD $200,000 investment), angel investor group (min CAD $75,000), or business incubator (no capital requirement)
  • Language proficiency: CLB 5+ in English or French (IELTS, CELPIP, or TEF)
  • Settlement funds: CAD $15,263 minimum for single applicant (scales up for family, e.g. CAD $28,553 for family of 4)
  • You + designated org must collectively hold >50% voting rights in the business
  • Up to 5 co-founders can apply under one qualifying business
  • Program paused for new applicants as of January 1, 2026 — only 2025 commitment letter holders can apply until June 30, 2026
