Americans Moving to Portugal

Visa paths, tax traps, healthcare gaps, and what it actually costs. For settlers, not tourists.

Portugal became the default American expat destination for a reason: affordable by European standards, English-friendly, incredible food, and a visa path that doesn't require employer sponsorship. The D7 Visa works for passive income, the Digital Nomad Visa for remote workers. Lisbon has gotten expensive thanks to everyone having the same idea, but Porto, Braga, and the Algarve are still reasonable. Five years to citizenship. The bureaucracy is slow but not hostile.

FEIE & US taxes

The FEIE applies in Portugal — exclude up to ~$130,000 of earned income from US taxes. Portugal's NHR (Non-Habitual Resident) status offers a flat 20% tax on Portuguese-source employment income for 10 years, and many types of foreign income are exempt. This combination — FEIE on the US side, NHR on the Portuguese side — can result in very low effective tax rates. NHR applications have become more restrictive since 2024, but existing status holders are grandfathered. Get a tax advisor who understands both systems.

Social Security

The US-Portugal Totalization Agreement prevents double Social Security taxation. You can receive US Social Security payments in Portugal via direct deposit. Portugal doesn't tax US Social Security if you have NHR status (it's classified as foreign pension income, generally exempt). Without NHR, Portuguese tax rates on pension income apply — progressive rates up to 48%.

Healthcare gap

Medicare stops at the border. Portugal's SNS (Serviço Nacional de Saúde) provides public healthcare to legal residents. Quality is solid for primary care; specialist wait times can be long. Private insurance runs €80–€200/mo and gives access to private clinics with shorter waits. You can register at your local health center (Centro de Saúde) once you have a residence permit. Pre-residency: travel insurance or private coverage is mandatory for the visa application.

Banking & FATCA

Portugal is one of the harder EU countries for Americans to bank in, thanks to FATCA. Millennium BCP is the most American-friendly Portuguese bank. ActivoBank (digital, Millennium subsidiary) also works. Novo Banco has been inconsistent — some branches refuse US passport holders. Open a Wise account before you arrive (no local address needed) for a EUR IBAN. Keep your US bank (Schwab) for ATM access. Expect 2–4 weeks to open a Portuguese account — you'll need your NIF (tax number) first.

Your US dollars

1 USD buys about 0.86 EUR — not a blockbuster exchange rate, but Portugal's cost of living is 34–39% lower than the US including rent. Your $200K in savings buys roughly $270K–$330K worth of American-equivalent lifestyle. Dinner for two at a nice restaurant: $35. A good bottle of wine at the store: $4. Groceries run 30–40% cheaper, and utilities are dramatically less. If you're earning USD remotely and spending in Portugal, you're living a lifestyle that would require 40% more income stateside. Lisbon has gotten pricier thanks to everyone having the same idea — Porto and the Algarve are where the real value lives.

Buying property

Americans can buy property in Portugal with zero restrictions — no residency required. Non-resident mortgages go up to 50% LTV (you need 50% down), with rates around 2.9–3.3% for up to 30 years. Your FICO score is decorative — Portuguese banks don't use it. Some will glance at a US credit report as supplementary documentation, but you're essentially starting from zero. Build local credit through your Portuguese bank account and NIF. The Golden Visa real estate route was eliminated in October 2023 — fund investment (€500K minimum in qualifying VC/PE) is still available with only 7 days/year physical presence required. Lisbon apartment prices run €5,200/sqm in the center. Americans are the #1 foreign buyer nationality — 58% of international purchases in Q1 2025. You're not pioneering anything; you're joining a queue.

Common Questions

What visa do Americans need to move to Portugal?

Most Americans use either the D7 Visa (passive income — requires ~€760/mo provable income) or the Digital Nomad Visa (remote workers — requires €3,680/mo income and a contract with a non-Portuguese employer). The D7 is cheaper and has lower thresholds. The Golden Visa (investment-based) is still available but the real estate option was eliminated in 2023.

Is Portugal's NHR tax regime still available?

The NHR (Non-Habitual Resident) regime was significantly restricted for new applicants starting in 2024. Existing NHR status holders are grandfathered for their full 10-year period. New arrivals may qualify under replacement incentives for 'scientific research and innovation' workers, but the broad tax benefits of the original NHR are no longer available to most expats.

How much does it cost to live in Lisbon as an American?

Average monthly expenses for a single person in Lisbon are around $2,975. Lisbon has gotten expensive relative to Portuguese salaries, but it's still 30–40% cheaper than major US cities. Porto is ~20% cheaper than Lisbon. The Algarve varies widely. Grocery prices are notably lower than the US.

Can I open a bank account in Portugal as a US citizen?

Yes, but FATCA makes it harder. Millennium BCP is the most American-friendly Portuguese bank. You'll need your NIF (tax number) first — apply at the local Finanças office or use an online NIF service. The process takes 2–4 weeks. Start with a Wise account for immediate EUR banking while your Portuguese account is being set up.
