Under the US-Ireland treaty, US Social Security paid to an Irish resident is taxable only in Ireland — the US does not withhold. Ireland taxes it as ordinary income, subject to normal Irish tax exemption limits. This was agreed in the 1997 treaty revision and is a clean residence-country-only rule.
